Thames Energy providing round-the-clock planned and reactive maintenance for a 900-home CHP-powered district heating system in the heart of London.

Objectives:

To provide an efficient reactive response and planned preventative maintenance service to 900 dwellings on five separate housing estates served from a central boiler & CHP plant facility. The service provision to include 24/7 call out cover, with emergencies attended within 1 hour and all critical repairs to be completed within 3 days in compliance with right to repair legislation.

Background:

The Housing Services Department of LBWF undertook a detailed energy audit in 1989 of its larger housing estates which identified an urgent need of renovation, including the upgrading of heating, lighting and ventilation systems installed 30 - 40 years ago. Because of the continued deterioration of the building fabric and the money wasted by tenants using inefficient systems to provide reasonable level of comfort, there was an urgent need to develop energy efficient investment policies.

Project Overview:

Thames Energy (Formerly Waltham Forest Energy Services) were commissioned to undertake full design and contract manage the renovation two existing district heating systems on the Marlow Road and Aldriche Way Estates and provide new build district heating and energy centres at three other estates, namely Beaumont Road, Stocksfield Road and Fred Wigg and John Walsh towers. All design solutions featured suitably sized CHP plant and high efficiency boilers. After a period of resident consultation and rigorous tendering exercise, work on sites commenced progressively from early 1990 with the final system commissioned at the end of summer 1993, as per timescale and within £10M budget agreed with the client team. The Council’s energy efficient investment policy had been successfully implemented, with improved heating comfort levels and average cost savings in resident heating bills of 30-40%.

  • 3 new build energy centres
  • 24km of pre insulated Heating Mains
  • 1,680 internal heating and hot water systems
  • 18 High Efficiency Boilers with a combined thermal capacity of 10MW
  • 11 Packaged CHP units with a combined electrical output of 1.8MWe
  • 1 sub station 415v/11kV
  • 950 Mechanical Heat Recovery Ventilation units

In tandem with the post construction phase of the district heating systems, Thames Energy has since been contracted to undertake operation, maintenance and energy management of the renovated and new build district heating systems and the scope of the agreement includes the day to day operational responsibility, with performance guarantees of the design solutions.
